Democrats are prolonging a government shutdown that has produced nothing but hourslong airport-security lines. The House and Senate haven’t reconciled differences in separate housing bills. The Pentagon will soon request a supplemental measure to pay for Operation Epic Fury. No one knows how to pass it.
