In place since 1962, the embargo has signally failed to deliver regime change and instead worsened the island’s plight. But choices by the long-ruling Communists have made a bad situation far worse; the embargo was not responsible for petty bureaucratic restrictions on the private sector, nor for a disastrous decision to squander scarce foreign exchange on building glitzy hotels for non-existent tourists, instead of investing in renewable energy.
